WATKINS GLEN, N.Y. –  Public alarm over plans to store liquefied petroleum gas in salt caverns near here has spiked in recent weeks after the state ruled in November that the project’s developer would need to produce a full environmental impact statement.

General Stanley A. McChrystal, recalled to Washington over the Rolling Stone article in which he made contemptuous remarks about top administration officials, met with Obama Wednesday morning at the White House to learn whether he would keep his job as the top American commander in Afghanistan.
