In the two-day closed session, members are determining whether to approve a draft plan that would legalize whaling for 10 years in exchange for a gradual drop in the number killed. Countries and non-governmental organizations are divided over the ban. The EU and the International Fund for Animal Welfare are against any return to commercial whaling.
